Write me an Adobe Illustrator batch action (I do NOT need design/batch processing)

I need an Illustrator batch action script that I can run locally, with the end result of producing our own set of Scottish clan badges like : https://www.google.com/search?q=clan+crest+badges (images). Note this job is only to WRITE THE ACTION.

I have around a thousand svg “inner” images (varying dimensions) which I (myself) need to resize then identically position over the same “outer” background image in five different styles (blue, gold, ivory, mono, & line art). The last two need the front image to be colour-converted into mono and line art as part of the automated process. Then these are all output as svg files keeping the same family file name, resulting in c. five thousand images total.

I’ll need to do the resizing/positioning of the front images manually myself, but the five background images need to be identically positioned so I only need to do this once for each item. So the action need a Stop/pause in the script at that stage for each image. But the rest can be automated I think. It would helpful if the action closes each item without the ‘don’t save’ dialogue step, before opening the next item, which I gather needs a mini script of its own.

I’m providing a sample of the front images, along with all five backgrounds, the action as far as I’ve got it, and a file structure for them to be output into. I hope this is quite a simple job for someone skilled in Illustrator Actions, but I’m struggling with getting all the stages right. Can you help?

My Illustrator skills are very basic. So if you can produce a script that runs faster than the approach in my .aia script included, I’d be especially grateful as there will be many hours of work for me afterwards!
