WordPress CSS Design Changes

I am looking for someone to help me make PDF Carousel with good background to my WordPress website.The changes I need are primarily basic addition of a design to a single section in a page. I have a specific design in mind and am looking for someone to help me bring it to life. This should only take a 30 min to 1 hour to complete, so I am looking for an experienced WordPress Design CSS Theme developer who is capable of making the changes quickly and efficiently.
