Web page to video code needed asap

Looking for code that can take a webpage and create a video file.
Ultimately, I am looking to place this code on a dashboard of analytics and I want to be able to click a button and it takes the webpage and converts the page into sections that are displayed in video format pausing on each web page section in the video for 4 seconds.
Essentially functionality like PowerPoint export to video…but for a webpage that gets exported to video.
No idea what language this should be in, but my dashboard is in PHP7.
