Web based image rendering tool w/ a chromium plugin

HI guys, we are looking to create a web app (web app only) where it would have:
1. Free version/paid version
2. A credit system:
Free Users get 2 free credits a day
Paid users unlimited
3. It would allow the user to upload an image and then have it converted too:
a. Shapes (geometric shapes)
b. Low Poly
c. Pixelated
d. Black & White
e.Stencil/Outline
f. Triangular shapes
g. Cartoonity (if possible)
h. Picasso style
3. Convert
4. View Image
5. Download

We would also like a chrominum based plugin created, so a user that is logged into the plugin can right click on an image and then add it directly to our site. We would also require the developer to build the register/login functions and also the payment element, along with the credits system mentioned in step 1.
