Virtual Box Expert to get start up projects ready for multi development

I have two projects that at different times have multiple, different developers working on them. Due to library package conflicts during time of local install, or local configuration, projects are sometimes unable to fully be run, developed and tested due to local machine differences. We want to build a virtual environment for developers to log into, and be able to use the local environment on their system, rather than having to rely on downloading code locally to work on it. Looking for server expert that can answer all questions, and get problems solved with one main project, and a newer one just starting up with quite little code base.
