Top notch developer to do simple app to calculate/measure items in a file

Looking for developer to build/develop simple app that can calculate /measure certain items (such as number of extinguishers, travel distance) in building plan CAD file .
It will generate summary report with the results of the calculations/measurement and have user friendly GUI.

Requirements of developer:
-minimum degree in IT/tech discipline
-expert in software /web development with experience in building construction industry
-expert with building software like AutoCAD, Sketchup
