Technical spec writer for software development project

We need a technical writer to write a specification document for a software development project in the eLearning arena. The scope of work will be used to solicit the development of the platform and thus requires detailed analysis of components currently used in an exisiting platform which is utilized on the web. Scope includes backend/admin components, as well as analytical components to run on algorithms designed to show the student progress, knowledge and test scores specific to tested subject matters.

Skill set: experince writing scope of works specific to software development. Knowledge of software development and engineering.
