State transition table

I have an sequencer that needs done however I have been stuck at the State transition table. The circuit is a Digital Sequencer which uses J-K flip flop and initializes at the number 10 (1,0,1,0) and then sequences the number 2,0,1,8,0,8,5,5,5 and then returns to 10 would someone be able to explain how to fill out the state transition table so that i am able to extract the correct equations for each flip flop and create my own circuit?

The problem I’m having is that the numbers 0, 8, 5 all have more than 1 next state (eg, 0 goes to 1 and 8). and therefore I’m unsure of what to put in there next state category. With the amount of states and numbers it will be a 4 bit 4 J-K flip flop design
