Software Tool Harddisk SSD

I need someone who can make software to edit/change physical id harddisk/ssd with native compiler like Delphi or C ( Not .NET ) and the tool can run from windows xp-10 (32 and 64 bit).
example i have physical id : HGT-12345, the software can changed it to : WD-12345 and windows should read the new id. I mean physical ID not Volume ID. And physical id not changed after windows restarted. just changed when we reinstall windows.
i know some software like this but cant run properly in 64 bit.
