SMPP expert for bulk SMS + transactional SMS portal.

We are in need to create a portal for selling (including a reseller panel) for bulk + transactional SMSing. The portal itself will be made in Laravel PHP + MySQL/ Postgre but we dont have expertise in SMPP and so looking for someone who has PROVEN record of working with SMPP servers/ protocols.

This project can also lead to regular support/ maintenance/ upkeep of the SMPP services. If you are PHP developer, we can also use you for the portal development etc.

Please bid with details of your similar work experience. bids without SMPP work details will be ignored by default. I also want to know which SMPP gateway are you comfortable/ experienced with.
