single page search and display project

This project is entering the consonant of the word and fetch all the words containing those consonants. The developer/Team needs to have the following skills,

1. Front end skills (react/Vue or any javascript library)
2. Backend (PHP, python, node)
3. Database – SQL
4. API : can use Rest or GraphQL
5. Should be able to deploy code in the server.
6. Should have experience of fetching data from millions of rows of data.
7. Knowledge of Data science/AI is desirable but not compulsory.

Should handover the complete code. Should be able to support the project for at least 2-3 years. Should be honest, write robust and stable code.
Pseudo code, business logic, wire frame and basic code for guidance would be provided.
Requirement document and wireframe are attached.
