similar face

I need application to find similar people in varying proportions as desired. The topic will be really big and you may need to bring pictures from Facebook or social media in general so that you can determine the similarity.
And the application will require:
1- Similar to 25%
2- Similar to 50%
3- Similar to 75%
4- Similar to 90%, and here we will ask the person to pay an amount of $2 that will be deducted from his mobile balance…
5- Similar to 98%, and here it will require paying $10 in the same way as before.
And how long does it take to be ready?
