Set up Email Campaign

I need someone to set up a new email campaign only with the technical side ( see attached file). I have 10,400 past clients that I want to email on a regular basis. Requirements:

1. You must have positive reviews related to this project
2. You must be from the following countries: USA, Canada, UK, or Australia
3. Project must be completed within 3 calender days
