RFID authentication hardware programming sending data to cloud

We have a project to interact with an RFID system connected via a serial port. I believe it can be assessed remotely for programming.
Objective is to develop a complete program that will interact with hardware and fetch data from hardware and perform basic CRUD function. Scan RFID tags and provide authentication.

Once successful project will move to next stage.
We need good quality code and experienced programmer working with hardware is a bonus and all activities will be done on realtime and remotely monitored by our tech team too via teamviewer.
