Redesign WordPress website

I have an existing WordPress website which is currently using Elementor. I need this to be redesigned to look modern, be mobile friendly. It needs to be lightweight and fast and not have unnecessary java which slows it down. I also need help to add tracking using Google Tag Manager for goal tracking to measure clicks to phone number and other buttons. The content is all present and you are to use the existing content currently on the website.
