programme a microchip

we need a programmer who can programme an embedded HTML link into a small chip that can be attached to an item of clothing or shoes. When you scan the chip, it will take you to a link.

We are looking to put a chip into items of clothing or shoes etc to identify them, to embed them with a HTML link that will take the person scanning to a website.

We would want to use the smallest most cost effective chip.
