Process links

need a website where our clients can subscribe (payment gateway integration mostly ccbill) and log in to a dashboard where they have option to add new links which comes to our admin panel and our admin will have ability to add links which customer can see and all links entered come in a table with below columns,
date / link/ entered by customer or admin/ two buttons safe or not safe for links entered by admin which user needs to select safe or not safe/ status
