Pixel the plate numbers of the video

I am looking for someone to pixelate the plate numbers of a video that is less than 1 minute long. I require all plate numbers to be pixelated. The final output format should be the original format with pixelation. The ideal candidate should have experience and skills in video editing and pixelation.
