PHP server – Html and css only website

It doesn’t need to be pretty. It just needs to work well and be secure. You need to be able to create auctions and normal listings as well. I can help with the html and css side but I dont have too much time to spend on this. Their will also need to be a admin panel as well as a sellers panel.
