php queue job issue

we run a web game on browser that depends mainly on queue tasks
it is a war game
let say player A attack player B
the army supposed to arrive to player B at 12:03 AM
if it was small amount of tasks it will do them without issues

but the issue is when over 40 task supposed to be ended at 12:03 AM
then it will bug for a while , and then do by id one by one which make them come upove each other
they supposed to be executed whenever they ended without haveing to be executed one by one
