Pay per minute software to be added on existing website

I have a website which is somewhat complete, just needs tweaking, but i am looking for someone to develop a pay per minute TEXT ONLY chat script that can also work as a pay per minute chat service for an advisor website. THIS IS TO WORK ON N WINDOWS, NOT MOBILE APP. I am wanting something that the advisor can download onto their pc and login when they’re ready to take clients. The software will be somewhat connected to the actual website, activating their status to online or offline based on the whether or not they login on the software on their computer.

I do not want a software that charges commission or monthly plans. I’m looking for someone to create or adapt an existing one to the website which was created with wordpress: i need:

+ Two way chat (PPM), the advisor can choose to set a per minute rate (as this is updated on their profile it automatically changes on their software or vice versa) or the advisor can choose to set a flat fee of say $10 for 10 mins. Optional usd And aud currencies to be available.

+ Commission on advisor earnings to be paid to site owner (me) either by instant commission (to be taken out at the end of the each call) or invoice to be generated automatically once commission reaches 50usd.

+ all clients must have a minimum credit into account of $30usd which is deducted when advisor is called, and can be toppedup during call if they wish to continue. See sites like bitwine or purple Ocean as examples.

+ Payment system – both for income and payments – via PayPal

+ Review system for operators (feedback after session) with on/off option

+ option to block and report clients to site owner

+ Operators’ performance control via access to respective chats

+ history chat to be available permanently to advisors but only for 1 month for clients.

blocking of possible email, telephone or other personal details exchanges

+ Custom profile for operators

+ option to share photos which are lost at the end of chat so it doesn’t use up space on site
