"Paint By Numbers" Artist or Algorithm Needed

Looking for artist who will receive a photo, create line art from them, suggest and render colors and then create a “paint by number” color mapping for someone else to follow. Additional guidance and help manual must be written for two different coloring options. One for watercolor color and blending suggestions and one for colored markers. Deliverable will be line art file with help document. Also interested in a way that this can be done using a software approach if that is your background or experience.
