Need to redesign complete website and implement Redis Caching

Need help with redesigning the existing website along with functionality and code improvements.
Requirements:
Technologies: Laravel, PHP, Vue JS (Front end)
Database: MySQL
Caching: Redis (Need to implement)
UI/UX: Need a clear UI design for different screens.
Hosting: Hostinger, Multiple Nodes set up, Load Balancer
Testing: End-End manual testing should be taken care of along with changes.
Application Size: Small to medium.
