Need macro to ms access table from csv file

I am looking for someone who can make interface to import data from csv file to ms access database.
Need to attach file and hit button to import. Create form with attach file option.
Hit a button
File is imported into data table
Notification import is done.
Need to time data stamp data. Don’t allow duplicate entry if despatch date is already imported.
