Need clear pic in Cctv footage

I’m looking for someone to enhance a CCTV footage to help me identify a face in the video. The resolution is unknown, and the footage is in color, but clarity is lacking. The main focus of the footage enhancement will be on Face Recognition. I am hoping to be able to more easily identify the face in the image, so any techniques used to help with this would be greatly appreciated. The ultimate goal is being able to accurately identify the person in the video, and any help in making sure that this is possible would be greatly valued.
