Need an EXPERT App Developer with Proxy Experience to make an Android App That is Similar to One That is in the Play Store

We would like make a back connect proxy app that is similar to one that is in the google play store

The app does the following

1) shows a short slideshow of benefits of the app
2) creates a back connect proxy to use as a reserve proxy endpoint
3) requests some data from the end user in an input form
4) grabs some data from the phone and uploads to backend server

Will also need assistance with registering the app with the play store
