Need a tool to automate ads campaign of google & facebook — 2

Hello I am looking for someone who can build a tool to automate ads campaign of google & Facebook. Here automate means it will give you suggestion accordingly which ads suits to you, how your ad can perform better and so on. I need this tool in PHP CodeIgniter is good option. This tool has to be flexible according to users. More R & D is better if you suggest me some good features. now in extra I need few autoresponders (5-7) to get integrated, if anyone wants to make a lead generation form then they can make it in our tool and they got their URL from our tool. If they want to send mail using autoresponders then they can do it via autoresponders (aweber, MailChimp, getresponse, sendlane & others) or if they want to add custom SMTP (sendgrid, mailjet, amazon SES, Custom SMTP or more) then we can provide this option too.
