Need a programmer to help me develop a bare bones prototype app

Create an app that will display different shaped objects. I want to be able to connect those different objects according to an array of different options. E.g., I want to create a pictorial where I connect object A with a blue line to object B. With that scenario text string “Delta” is separately displayed next to the pictorial. I then want to be able to toggle the color of the line. Such that if I change the color from blue to red, a text string “Omega” is displayed. What programming language/platform would be best for something like this? And could results be exported into MSFT office programs? PPT? Word?
