Need a Pokemon card creator website

I need a website that is very similar to: https://www.cardmaker.net/yugioh/

It will need to have text input areas, real time image resizing, and options for the card. Please view the above link to see the functionality of the site.

When a user submits a form, it should save the image of the card in a database that only I can see. I should have the option to mark the form as ‘Completed’ and if form is mark ‘Completed’ it will go into a separate database with all the other completed forms.
