Multi-User Live Streaming Website With Ecommerce Integration

I am looking for a developer to create a multi-user live streaming website with ecommerce features built in.

Website must allow streaming from Iphone/Android phones or from a computer webcam.
Website must allow a streaming user to host live auctions with real time bidding and track all sales.
Website must allow a streaming user to host live sales and track all sales.
Website livestream must have real time chat.
Any database used must support distributed design (self hosted cloud db).
Website must be responsive and well laid out.

Shopping cart integration needs to support Opencart via API.
Website must support P2P CDN and other CDNs to support broadcasting.
Website must support multiple servers for increased bandwidth.
Website must be able to have additional features added at a later date.

I will not entertain using cloud hosting services so please don’t recommend it. I will use VPS or bare metal servers.

Budget is negotiable. Experienced developer is a MUST. Prefer to see examples of similar work.
