Mobile Betting App

Need an Android and iOS (cell and tablet) App for a soccer betting app.

Must include player (customer) registration and assign a unique customer number for each player.
The main screen is where player pick out of three possibilities (Local, Draw or Visitor). Then payment method and follow with a text confirmation for payment.
other important part is that after a customer pays to participate, his name and picks must be stored in a Excel Spreadsheet.
I must be able to change the games to be played every week and this must be easy for my to update from anywhere.
News section pulled from other websites.
App must show a rank of participants as the games are played.
I will provide Spanish content.
