Mobile app for surveying – pics and text to be send to server

We are looking to develop an app (Android + iOS) that allows to send pictures and some text from the mobile device to a server where these pics and text can be checked.
Imagine the following : we have to do a survey of a second hand car. We take 15 pics and type in some text for every picture + some general information about the car. When finished the app sends all data to a (our) server. A simple backoffice allows to check content.
There is no need to check the content on the server from the mobile device.
