Make Google Chrome & Safari Addon/Extension

Make me a Google Chrome & Safari web browser extension.

Guide me through uploading them to Apple & Google.

What does the extension do?
When a browser user visits a URL that matches a URL on a list. They will be redirected to a random URL from a separate list.

The list must be updatable remotely without having to re-submit the extension to Google & Apple.

The extensions icon will show a variable signifying the amount of times a redirect has happened.

You can use a MySQL phpmyadmin database to store/update the URLs.
