Looking for a web developer

We are looking for a web developer for a new project idea. Our principal market is based in Italy and we are looking for developing a website where people can take online test with regards to multiple subjects and get their results, plus explanation of w/r answers and read documentation and analysis on that particular subject for learning. This part should be on a subscription base (monthly/3 months). While, we also see a forum open toeveryone for open discussions on the subjects that are ‘tested’ on the website. The tests are multiple choice questions generated from a database of Qs.
