Local SEO for an European website at local keywords

Hello,
PLEASE, BEFORE bid check my payment term:
a) I CREATE monthly milestone at the price of your bid, and
b) I RELEASE ONLY if the search engine results are at first page and at the end of the month.

Eg: if now we are at 45th position at Google Search Engine Results, then I pay you after 30 days ONLY if the results are at 1st page. If not, then I will ONLY CREATE milestone, NOT RELEASE.

The target is at first 5 results at first page. If I stay at first five results then I pay you monthly for that, or if I fall again to 2nd page, then we stop the project.

It is about my local business website to improve its SEO at 2 specific keywords.

I count the results at google.xx locally NOT global. Check my doc file.
