Link building on targeted lists

I have lists of competitors backlinks that I wish to build links on for one of my sites. The pitch is pretty easy, my site is a resource that I would like added to different lists of resources.

I’m looking for someone with experience link building that can 1) Find the email addresses of the sites on my list and 2) reach out to them at scale using some cold email software.
