Laravel Programmer to recreate site from codeigniter

We are looking for someone to recreate a vendor registration page from codeigniter to laravel. Best case scenario is someone with experience in both these fields or someone that is very proficient in laravel.

We need someone that can spend all their time on this. Milestones will be time based and delays in development will come with reduction in milestones and perhaps contract cancellation.
