Job recruitment website

Hello,
We’re doing a start-up for recruitment. We need a platform has website and a App for candidates and recruiters. And web control for Admin.

Please let us know if the following functions/modules already exist in your system, or if it’s possible to add?

1. Each recruiter needs to register an account and can manage his/her own profile and candidates, etc. and those information can also be managed by Admin.

2. A step-by-step process that helps a recruiter do CV screening, communicate with candidates, and recommend a candidate to an employer.

3. The system can allocate a CV to one or more recruiters for review, and the Admin can manage how the system allocate the CV.

Can we know which language you’ll use to develop this web and app?
