it needs to fix some accdb issue after migration from mdb

I had a freelancer who worked on mdb migration like about 7 months ago and most of the code is working as it should but i overlooked some functionality and was not able to identify that it was not working correctly at that time because some code only runs at the end of the year. I will explain in more detail.
