Improve Speed on Website (NGINX / Angular)

I have a website, and the Google Page Insights is reporting some extremely slow numbers for the site.

For Mobile – I am getting 37.
Desktop – 79

All the other metrics are great – 86 for accessibility, 100 for Seo, etc

I need somebody to work with my current developer, and explain to him how to make it faster. I need the numbers to from the 30’s to 80+. If you are confident you can do this, please let me know “NGINX SPEED UP” in your application.
