Image Manipulation Library

Looking for some sort of image manipulation library that is cheap or free that can do this what is shown in the photo.

Basically autocropping and autosizing the image that is taken.

Not looking for somebody to implement the solution just yet – I am only looking for information on how this can be done without using IOS or Android mobile apps. I am looking for something to be built with HTML5 and using some sort of library. Could be PHP or ColdFusion based or could be a third party service that is cheap or free.

Must be 100% satisified with the recommended solution.
