I need my portfolio website developed

I’d like to get my portfolio off of Wix and would like to get it developed simply so that I can update it later (HTML, CSS, JavaScript). I would design it and you would develop it. My current portfolio is at https://www.amyoukey.com/ and could be similar in style.
