I need an architect to make shed plans compliant with city code

I have shed plans from Tuff Shed for a 10×16′ outbuilding that I plan on converting into a studio space. The city has told me that this will count as habitable space and it must meet building code. Tuff Shed does not build residential buildings and cannot help me with these specifics. I need an architect to help revise the plans for the following:
1. Meet R values for insulation (I would prefer spray foam)
2. Figure out the shear for the front windows
3. Adjust the footing to 24″
4. Add a minisplit for heating

I will upload the original plans and the city’s specifications, I am in well over my head here and hope someone can help me with this so I don’t have to cancel the project altogether. 🙁
