I need a wordpress plugin developer

This plugin is to be used by a Car Company that has different Dealers.
The Car Seller company needs to have control over each Car delivered to the Authorized Dealers.
The Authorized Dealer has to follow some processes for the Car to be under Warranty. The Warranty status is essential for the approval of different Work Orders, Time&Material spent on the Machine.
