I need a PHP and a mysql dev

So I’m trying to set up both PHP and MySQL using brackets text editor on a windows 10 OS, although I continue to get a PHP 7 runtime error and for MySQL I constantly get a ERR_SSL_PROTOCOL_ERROR on Google Chrome.

I don’t need help with any actual code, just to solve these errors. They’re the bane of my existence. I can tell you more about what I’ve done to combat these issues if this is something you’re interested in helping me with.
