Hybrid apps for a ready-made transportation system with API

We have a ready-made transportation system which is done using php laravel lumen and API for the apps. We need to create hybrid apps (1 for user, 1 for delivery persons, and 1 for restaurants).
You may use templates for the apps to speed up the process. We need it to be done in 14 days with an absolute maximum budget of 500usd.
