Help me build a neat website portfolio from scratch

I am looking for someone who can help me build a website from the scratch. It will essentially be a portfolio, therefore something that stays economical in the long run and I could publish things on my own. However, the skills that I am looking for aren’t just about a website structure per say. But also knowledge on what to include and how to put it all together in a neat and cogent way. Somone with experience will be preferred.

EDIT: I am looking for someone who can work closely and suggest me not just on the designs but also on what goes up there. I will piece it together then and give it to you. But you need to hold my hand and work with me closely in this. Please dont ask for content when I dont have anything concrete to give right now.
