Get Address Latitude, Longitude from OpenStreetMap — 3

Download OpenStreetmap: https://planet.openstreetmap.org/
Create a DLL which will be called from SQL 2016 using a local version of OpenStreetMap (https://www.openstreetmap.org/) and retrieve the Latitude and Longitude based of a given address.
An address will be passed and the latitude and longitude will be returned as in (https://www.latlong.net/).
A local copy of OpenStreetMap is to be used. As a result, the parameter to call OpenStreetMap (URL) is to be dynamic so as to enable the call of OpenStreetMap locally.

Lastly, two sets of latitudes and longitudes passed as parameters, return the road distance (driving distance) between the two pairs.

Prior experience with OpenStreetMap is mandatory.
