Full Saas – CSV data sheet management

i want a developper who can make full saas project, it’s very easy and simple function:
1-ability to import lists (xml, csv)
2-rules and filters(https://ppcdatafeed.com/data-feed-optimization) please make free account and test rules
3-abilty to re import and re apply all rules and filter on daily basis
4-export on (xml, csv)
5-ability to have users, and daily backup and restor of all saas data
I want to know full cost and need time
