Looking for expert on Payment Gateways

This is not a WordPress site. It is a full script. Similar to Kick Starter. It was redeveloped in 2018. First made in 2010.

You will need PHP/CAKE2, HTML, CSS, Redhat, Backend and Front end Developer Experience.

1. Change the projects framework so that projects no longer end or need to end for a payment to happen.
a. Projects should be able to end if they are deleted or cancelled
2. Payouts to happen every 7 or 14 or 30 days. Continuous.
a. The 7 days, 14 days, or 30 days are to be selectable by user
3. Admin can override the 7, 14 or 30 days to their choice at any time. Or stop payments.
4. Currently Payments and Other Updates do not work at all. See Error Codes below.
5. I want all projects to continue unless deleted. That way users can continue to earn.
6. I have a Developer working with me, he can help but does not do payment stuff.
7. It is not clear that a CRON is being triggered to actually do the payouts, because I see refunds being issued to the funders, on the end dates, instead of payments to the user and the site.
8. I want to update the Captcha to current Captcha.

You will need to be a front end and back end developer. Familiar with PHP 7.4 and CAKE2. I would like to eventually upgrade. For now I just need to get this up and running. Please give me a final cost in your estimate.
